Worrying European MOT development
Club director William Ball has alerted us to a recent report on the Octane magazine website which says “European-wide legislation looks set to shake up the MOT system in the UK in the coming years – and if current thinking within the European working group comes to pass, then the in-built flexibility of the UK MOT system, which allows certain modifications to road cars, will no longer be allowed.” The Octane report also says “John Ball, the owner of MOTEST based in Farnham, was until recently involved in this consultation process. He told the magazine “I have been involved with UK and European vehicle testing policies as a key trade representative, but have stepped down from because of time issues. However I still keep my ear to the ground and this new set of proposals concerning “the periodic roadworthiness tests for road vehicles”, needs to be strongly challenged as it applies to our hobby.”

Worrying European MOT development
FBHVC is on the case, Chairman of the Legislation Committee David Hurley has already said that it is important to get this proposal changed before it gets any further through the EU process. In the EU it is important to influence proposals at an early stage when people are open to suggestions, later on things develop their own momentum and changes become more difficult. If it was left until it was in the process of being incorporated in UK legislation it would be too late to change any fundamentals. Influencing legislation at any early stage is one of the most important functions of FBHVC. We have this on the agenda for our Legislation Committee meeting next Wednesday, and we shall decide how we can best tackle this.

Worrying European MOT development
It's good to hear that we have representatives who can support our cause. But what a pity this effort is necessary - in this and so many other cases. It seems that the eureaucrats consider their productivity is measured in quantity of regulation introduced. The default state should be to introduce regulation only when the need for it is unequivocal - not on a speculative preventive basis.
